For as popular as Lugia is, it is surprisingly difficult to find decent anthropomorphic art out there that is clean, tasteful, has normal anatomy standards, or is generally appealing to me. Seriously, I dare you to search for it. As I am well associated with a Shadow Lugia identity, I thought it would be appropriate to give it a shot and draw her out as an actual character.
Also because having wing-arms would be quite the handful (har har), I decided to give her the ability to transform her hands instead. I like to imagine Lugia as more of a dragon than a bird, and even as a bird, it would be way too impractical to have feathers and be a creature of the sea. Therefore I re-imagined her to have a more penguin-like plumage and slightly webbed fingers to help the probability of fight along little more. Kinda.
But it's still all so silly XD
Anyways! I'll have a clothed version coming. Yey art!

generally im not a huge fan of anthro pokemon, especially Lugia, for all of the reasons you covered. something about them seems to attract the fettish crowd.
this one however, has been done really well. the anatomy of a lugia is difficult to translate into human anatomy, but you pulled it off quite well!
